Handovers on the panel

When a judge requests a seat that is taken, the request goes to the panel's head judge.
- The request appears in Pending handovers.
- Tap Approve handover or Reject.

Once approved, the incoming judge's sheet opens automatically.
If the HJ seat is empty, any head judge of the event or the organisation can approve it.
A handover mid-heat counts the whole heat for both judges. Handovers need a connection.
